根据多家外媒的报道，近日，伊朗和印度签了一个为期10年、总价值大约3.7亿美元（约合26.7亿元人民币）的合同，把伊朗南部的恰巴哈尔港，交给印度港口全球公司来开发和运营。

The Coast Guard previously said it recovered presumed human remains along with parts of the Titan after the debris field was located at a depth of 12,500 feet (3,800 meters). Investigators believe the Titan imploded as it made its descent into deep North Atlantic waters on June 18. The multiday search mounted after Titan went silent captured attention around the world. The submersible was attempting to view the British passenger liner that sank in 1912.The Coast Guard’s Marine Board of Investigation said investigators from the U.S. National Transportation Safety Board and the Transportation Safety Board of Canada joined the salvage expedition, and the Coast Guard is coordinating with international investigative agencies to schedule a joint review of the evidence to determine the next steps for forensic testing.The Marine Board of Investigation, meanwhile, will continue its analysis and witness interviews ahead of a public hearing on the tragedy, officials said Tuesday.OceanGate, the operator of the vessel, has since gone out of business. Among those killed in the implosion was Stockton Rush, the submersible’s pilot and CEO of the company.。

根据这个合同，恰巴哈尔港的一部分货运和集装箱码头，都由印度港口全球公司来负责。印度需要投资1.2亿美元，用于港口战略设备的建设。

D | 此外，印度还要为港口的交通基础设施建设，融资2.5亿美元。不过，目前的这项交易，也引起了印度公司“可能因此受到美国制裁”的担忧。

在伊朗和印度签下这一合同的几个小时后，美国国务院发言人就向印度发出“威胁”，说“如果印度和伊朗做生意，就会受到美国的制裁”。

公开资料显示，恰巴哈尔港坐落在阿曼湾的东北部，处在西亚、中亚、南亚和印度洋的交汇之地，地理位置非常关键，被认为是国际“南北运输走廊”的战略要地。

早在2018年，印度港口全球公司，就开始参与恰巴哈尔港的运营工作，当时处理了超过9万标准箱的集装箱运输，以及超过840万吨的散货运输。有印度官员透露，总共有2000吨的豆类产品和250万吨的小麦，通过这个港口从印度运到了阿富汗。但是，由于美国退出伊核协议，并重新对伊朗实施制裁，印企很快就叫停了与伊朗相关的项目。

所以，这次项目能够重新启动，并签订长达十年的正式合同，印度媒体非常高兴，称“这是印度第一次获得海外港口的管理权”，也是“印度和伊朗的一次重要接触，对地缘政治有着深远影响”。

E | 此前，印度还一直想要中亚国家认为，恰巴哈尔港能让中亚国家“更好地”进入印度洋。

由于恰巴哈尔港是连接印度与阿富汗，乃至整个欧亚和中亚地区的战略要地，印媒更是宣扬，拿到这个港口的运营权，就意味着“印度可以‘抗衡’中国的‘一带一路’倡议，以及中国和巴基斯坦合作的瓜达尔港项目”。

更有印度学者认为，“印度负责瓜达尔港的建设运营后，恰巴哈尔港将成为印度和中国，在南亚和中亚争夺‘领导地位’的关键之地”。

F | 新德里方面也吹嘘说，“恰巴哈尔港可以帮助印度，巩固其作为地区和全球强国的地位”。

瓜达尔港是中国“一带一路”倡议下的重点项目，也是中巴经济走廊的核心项目。去年上半年，瓜达尔港处理了超过一千标准箱的集装箱运输，以及超过50万吨的散货运输，瓜达尔港正逐渐成为一个区域物流中心，有效连接了中亚、中亚和中国，除了巴基斯坦外，还为该地区的其它国家，创造了更多发展机会。

随着日用品、农产品和液化石油气等大宗商品的业务量不断增加，瓜达尔港在地区和全球贸易中的地位，也将更加重要，而瓜达尔港与恰巴哈尔港之间的海上距离，只有100多公里。

上个月，还有印度媒体指出，印度需要密切关注“中国、俄罗斯、伊朗之间的关系”。今年3月，中俄伊三国，在阿曼湾进行了联合演习，中俄伊三国的海军，进行了搜救、反海盗和对海射击等多个演练项目。

H | 在演习期间，三国海军轮流指挥，舰艇混编同训。当时中俄舰艇，还在恰巴哈尔港停靠，伊朗海军指挥员还参观了俄罗斯的“瓦良格”号导弹巡洋舰，和中国的乌鲁木齐舰。

看着中俄伊三国在阿曼湾的联合演习，“眼红”的印度，在与阿曼湾相连的波斯湾地区，正寻求增强在当地的关键基础设施建设，其中印度阿达尼集团，已经在运营以色列的海法港口，还计划达成更多的港口交易，以增强印度和欧洲之间主要航线的存在感。
